PURPOSE OF CLASSIFICATION The purpose of this classification is to direct and manage the overall operations and administration of the Purchasing Department for Monroe County. Duties and responsibilities include, but are not limited to: purchasing goods, services and equipment; consulting with vendors regarding goods and services; managing the purchase of capital equipment; and performing other duties as required. ESSENTIAL FUNCTIONS The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.Plans, coordinates and delegates work assignments to assigned staff within the Purchasing Department; monitors work performance; provides counseling and advice; answer questions; trains employees regarding work assignments, policies and procedures; ensures projects are accurate and completed within designated time frames; makes recommendations to commissioners regarding all personnel actions involving the department.Directs and manages the overall operations of the Purchasing Department for Monroe County; consults with department heads, staff and other personnel regarding the reordering and receipt of goods, services and equipment; receives and edits purchase requests; answers questions and provides information; maintains all appropriate files of purchased goods, services and equipment.Procures the best competitive quotes for all goods, services and equipment; purchases from state contracts when available and appropriate; reviews and recommends the award of bids received from outside vendors; compiles information for bid packages and maintenance contracts for the county; receives and reviews all purchases to ensure all procurements over the specified amount are placed on bid and request for proposal status; assures all purchases are appropriately funded.Deals with vendors regarding purchasing methods and goods, services and equipment; negotiates, answers questions and provides information; maintains current listing of vendors within the AS400 mainframe system; assures all required vendors are approved by the county.Manages the purchase of all capital equipment; adheres to county procedural guidelines as stated in purchasing manual; enters all information into appropriate database.Formalizes the county's strategic purchasing plan; writes new purchasing procedures and updates existing policies as required; recommendations implementations and changes as necessary to comply with all federal, state and local ordinances.Maintains responsibility for the operation and functioning of the purchase order and fixed assets modules of the AS400 system; maintains the county assets listing.Attends public, staff and other meetings, conferences, seminars, workshops and off-site training classes to stay apprised of changes in legislation and current trends within the industry; applies current information to daily work routine; provides feedback to staff regarding new information and training sessions; ensures compliance by other county staffDrafts, prepares and types various correspondence to include letters, memoranda, forms, documents and other reports and information as required; reviews, signs and/or submits to appropriate individuals for approval; makes copies and files; maintains all office files related to purchasing.Utilizes various office equipment and supplies in the daily performance of work assignments such as personal computer, mainframe, calculator, fax machine, typewriter, telephone, printer and other equipment as necessary.Receives incoming parcels, packages and mail items; routes to proper individual or office; prepares outgoing mail, freight and overnight packages as required.Oversees the state contract program. MINIMUM QUALIFICATIONS Bachelor's degree in business administration, public administration, or closely related field; supplemented by three (3) years previous experience and/or training that includes purchasing, supplies and equipment buy setting procedures, or a related area of expertise; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job._Monroe County, Pennsylvania, is an Equal Opportunity Employer.
